General Organization
The organization of the Brazilian Draughts Confederation has been allotted by the FMJD/PADCF and will take place from April 13 to 25, 2009.
1. The championship will take place in Youth Space in the downtown of São Caetano do Sul, Brazil.
2. The championship will be supervised by International main arbiter Hensley Rondei (Curacao). He will be assisted by Int. FMJD referee Édson Nogueira Duarte (Brazil) and the brazilian national referee, José Carlos Alves assigned by the organization. They will be guided by strict maintenance of FMJD rules.
3. All expenses for the traveling of players, visa costs are on their own charge. As well as traveling, lodging and visa expenses for accompanying persons.
4. The players have to pay the inscription fee before starting the championship. A player from whom the inscription fee is not paid before the first round, is not allowed to participate in the tournament.
Format of the Championship
1. The championship will be played in Swiss System, in 2 parts:
a) 7 rounds normal Swiss System
b) Round Robin for the players that will finish from 1st to 4th places and Round Robin for the players that will finish from 5th to 8th places.
2. The official rules of FMJD will be used, use of clock and the notation are obliged. The games will be played in the official time -rhythm. Which are 1 hour and 20 minutes plus 1 minute (Fischer System). There is no "zeitnot" zone. Conform the FMJD reglements players are not allowed to agree on a draw before they made 40 moves. If they do nevertheless, the referee is obliged to decide on a 0-0 result.
3. The first place gives the right to the title of champion of the 16th. Pan Am. Int. Draughts Championship. The players finishing in the six first places will receive the right to participate the World Championship Brazil 2009.
4. Barrages will be played :
a) For 2 players one game with 7 minutes plus 3 seconds (Fischer System)
b) For more than 2 players, a Round Robin tournament with 7 minutes plus 3 seconds (Fischer System)
5. If no winner emerges from these games the results of the Swiss System will decide in this order: 1 - Progressive Score, 2 - Sokolf-Bulchoz, 3 - Progressive Score with Correction.
6. Is forbidden to smoke and drink alcohol in the playing room.
7. No used of cellular telephone is permitted in the playing room.
8. In the case that something is not clear in the FMJD or these regulations the decisions will be made by the main referee in consultation with the organization and the FMJD. |
